[Bug] Unable to use Cargo - splash screen always active

This was previously reported, but consolidated and closed without being fixed.
I am using Blender 3.5. The setup works fine, I get the sample download to work, etc. However, I am unable to use Cargo because the application keeps going back to the "welcome to cargo" splash screen and requiring a software setup, even though I've already done it (and it worked). I cannot close or otherwise get around the splash screen.
I have downloaded the latest release as of May 21, this is not resolved. I have done all of the usual rebooting, reinstalling, etc., etc.

I have followed and performed all troubleshooting available and Cargo still won't recognize Blender. Even after manual installation of the addon in Blender, I still can't get Cargo to do anything. It's just stuck in an endless cycle of trying to set up the software and I'm completely locked out from even attempting to use the program.

Im running into the same issue with Maya 2023, set up works, plugin installed and visible in maya, saw the castle but then cargo bounces back to the start up screen to run the 2 minute setup.
